Please bring a law regarding minimum education requirement to becoming MLA or MP.
And for cabinet minister they must be a expert in that field so that they are able to understand their work in better way.

At one side they are trying to punish professionals for misconduct which is a welcome move but why are they removing provisions of punishment from many sections of companies act, there by reducing accountability of those people who actually committed frauds and crimes? Very true. They are increasing the number of compoundable offences and the provisions in pursuance of imprisonment are being replaced with monetary penalties. Notwithstanding the fact that it is way better as compared to Companies Act, 1956 and the erstwhile company laws, Companies Act, 2013 is a joke as far as its implementation is concerned. There are basic (very basic) ambiguities in the act and in its underlying rules as framed by MCA, and such provisions are left to the interpretation of people, which makes it complicated as far as its overall compliance is concerned. MCA should be vigilant, no doubt. Penalising the auditors and giving undue impunity (in practice, it is no less than impunity) to NFRA is not the corrective course of action, at least not sufficient.

International practice cannot be adopted blindly for any country without considering that country's specific circumstances. For example, an American CPA qualification could be obtained in a very few years' time, an Indian CA qualification could take several years to obtain because of several factors such as the coverage of syllabus, self study mechanism, passing criteria etc. So, Indian Chartered Accountants cannot mentally accept any one inferior to them in professional competence in their field manning them violating their autonomy and independence. So, autonomy and independence of these institutions cannot be diluted under any circumstances.
By the way CAs are the most inferior people. They're not fit to be called professionals.

I think it is good move by the govt. (Pls note there is no mention of IIA in proposed bill, bit confused) If govt wants to create and sustain cost competitive edge in manufacturing sector then they should focus more on cost management.

There's no doubt about the fact that corporate governance has always been a joke in India. But in order to have a more tax compliant public and law abiding corporations, govt can reform ICAI rather than creating IIA. CA community should introspect and take a tough stance against those found guilty of professional misconduct so activities like tax evasion are deterred. Also, ICAI should come up with a solution on auditing in complex organisational framework and dynamic technological and regulatory changes.

We should have faith in our institutions. There will always be some culprits. That's why laws and courts are there. These institutions are pretty much aware and vigilant about their goodwill. They have been taking appropriate steps time and again. There are thousands of laws & institutions or machineries, still some unfortunate events take place. We should have respect for them and believes in them. However, it is appreciable the Govt. is working for more transparency, but govt should also consider, all these bodies respect the Constitution of India equally.
wow..you mean law and institutions are working in India. Fact is 70% of people they are both unjust systems and institutions and needs big reforms, other than more courts and auditors to make systems better. Good job govt.
When CAs exploit students where do students go. ICAI has never helped them.
It's not all about believing everything done by institutions (government or private) blindly.
It's about constructive questioning (both opposition leaders in centre and state and the public at large) for improvement, whenever it is needed, at the right time and forum.
Its is not about targeting on this particular political party for each and every policy that they make, it is applicable to whichever political party that comes into power (both in state and centre).
Then and only then we will grow.
Unfortunately, this concept of "constructive questioning" is absent.

If a patient dies on the operational table, is there anyone other than a medical professional competent to judge if there was negligence? Can you bring in some one from outside to judge and quote "bring in better transparant accountability" ? The question is not entry of one or two. The committee already has two members from govt. welcomed by ICAI. As you bring in more members (govt. appointted members) , you attack the very autonomy which is quoted as justification for this change. This brings a dark day when government starts interferring with autonomy of fundamental institutions . Coming to IIA, ICAI course is one of the few courses in India which us (a) Merit based (b) Low cost, high returns- we have seen cases of even a daughter of auto driver tops the exams (c) Truely transformative educational experience. Adding more courses in the garb of bringing in competition and eventually bringing in reservation like IIT/ IIMs will only dilute the calibre of accountants in India and accounting. Does more in quantity necessarily mean better quantity? Are markets in the US/ UK better off just because there are different accounting education bodies? Have they not had their share of scams (Enron, Worldcom , Global financial crisis, Chinese luckin coffee etc..). Selectively harping on Sathyam, ILF&S and using auditors as a scape goat is unfortunate when these cases are much more complex and nuanced. We are all for change and improve the functioning of ICAI and it's sister bodies but please don't tarnish them and use sacred institutions as a puppett of the government will. We've had enough from past experience with RBI (where intellectuals like Dr. Rajan are outsted and replaced by cronies).

Professional should be answerable to public and consumer of their reports. History says the big CA firms did not give this confidence. Hence a non professional and a member of consumer should be heading the disciplinary committee.
Medical council should also have a member of public.and a non doctor on their disciplinary committee. This will prevent private hospital from keeping dead patients in ICU and inflating bill. There has to be a menu of rates and charges and deviation from average in every hospital.

@@kit8982 Please read Prof. Sougata Ray point...he says the government has not accepted the recommendation of setting up of IIA!! He was part of the committee which gave the recommendation
