I don't think that Boruto can't learn it because of him having less chakra. Sage mode depends more on skill of gathering the energy from nature. It is however true that Boruto's sage mode would not be as strong as Naruto's because you have to mix the chakra and the natural energy. Boruto having less chakra means that he would not be able to gather as much natural energy or he would turn into a frog (or something).
