I literally can't stop rewatching this. All that smoothness, lipsync, an amazing quality and the main idea of Dogday and Catnap watching 'the film' about their past (i guess) during which Dogday remembers only good things about the past but when the fight scene showed he's instantly stands up and runs away, probably meaning that he's running away from his problems instead of dealing with them, whenever Catnap is just sitting there like a doll and seeing that he's losing his best friend again. And then we see that Catnap has realized something...
i hope they'll stay friends...

The story:
Everyday in the morning, DogDay and the Smiling Critters do picnics and have some fun, everytime CatNap came to the picnic DogDay being Catnap's best friend ever since they were kids and weren't Critters yet would offer him a space in the picnic mat, in Catnap's POV he felt very jealous, during/before The Hour of Joy at DogDay's house an argument between the two happened when CatNap started worshiping the Prototype the atmosphere started getting tense when CatNap slapped DogDay, DogDay who can't handle his anger anymore aggressively tackled and knocked CatNap to the ground as the argument turns into an intense fight where CatNap and DogDay aggressively hurt each other and DogDay having enough and losing his only best friend spares CatNap and not saying a word walks away ending their friendship......i hope they stay Best Friends Forever 💜🧡🐱🌙🐶☀️

Its not a simple step by step process
The main apps I used are ibis paint, cap cut, and Flipaclip
If you wanna make something like this which I'm guessing is why you asked
you'll have to Expirement, learn, and test stuff in cap cut
And
Learn how to animate by either observing other animators or watching tutorials
