You can not generate anything with a computer i.e. no sky replacements, no 3d character models and set extensions etc. Simple editing techniques like masking and edit composites are ok.
So, a few questions. Is this competition international or only US? And if its International, does my short film has to be in english (in order for the rule #3 to apply) or i can translated it for the language of the film? Thanks!

worldwide competition anyone from anywhere can enter. And no your film does not have to be in English but it needs English subtitles.
So, does your "No VFX" rule include color grading?
Because color grading, by default, *_is_* VFX.
VFX is not color grading. Color grading is allowed.
