Robert - I know my comment is months late but I think you are right that this is the Western Concourse. My proof is that the existing concourse used by the American Eagle aircraft is the old C Concourse. The Western Concourse is being built over the footprint of Old C and you are seeing only part of the Western Concourse here. What is shown here is actually now open as Gates 24-31 in the Western Concourse. The rest of the Western Concourse can’t open fully until C is completely gone (which has occurred) and they close and demolish D.
That is gate C1, my office was under it, we were there for 15 yrs, great video, great memories!

You can tell it is the Eastern concourse because of the orientation of the two arms of the concourse.
