What the Rwanda government have done is to establish a system to manage the state's "zéro charrois" vehicles by helping state officials to buy their own cars and to ensure their maintenance and good grip themselves. There is the price baremes of vehicles that must be respected when buying and also there is tax exemption for these officials. An state official is not allowed to buy the car that is not at his level and does not protect the environment. Before buying the car, the ministry that has the transport in its functions must give its agreement!

they own them the state doesnt provide them therefore they have all bought their own in "zero charoix" policy established a bit more that 15 years ago
