But why did they bring hope of fixing Cedric if his death was what led to the events of Order of the Phoenix? But nope, they just forgot about Dumbledore giving Amos the instructions.

I remember some of the Harry Potter cutscenes taking forever. I'm not saying they were bad, but they were noticeably longer than the ones in previous LEGO video games that I was used too, which usually lasted less than a minute. Maybe the creators realized they needed more time to give players a better idea of what was going on in the story or they had a bigger budget for the games. Either way, the cutscenes were a reason why I liked the introduction of voice acting in later LEGO games.
THAT'S the reason? Without voice acting, the cutscenes were more concise, better paced, and weren't padded out with superfluous jokes that convey nothing about the story.
