You're taking it too serious. Many legends about Jose Gaspar circulated through the Bay area for centuries. Some believed, others did not. Regardless, he was fun to talk about and the stories eventually grew into an excuse, or motivation for Tampans to celebrate their city's non-fictional Pirate history.
So I guess the *ECONOMY* must not be so bad?
