I think the scenario creator based this off Gathering of Heroes, that would explain both the officers who should be dead appearing as well as the starting year being one. If the scenario is based off one of the historical ones the starting year will be the historical scenario's like 184 or 200.
Technically it's based on "Any" but then again, there's only like 6 Template for the Scenarios for you to be able to do. If only the game give us a slider for which year the story is set, which limits who is alive and who doesn't, and then let my head figure out the rest for those aren't listed.

Lu Bu Feng Xian, did you know that Gale grand strategy and Wind Alter combination is so broken. It wipe out over half of enemy officers and troops instantly. Good for defensive battle.
i got dw 9 empires from a friend on steam and was wondering how the heck does the controller work ? like view camera on my right stick is super fast and triangle doesnt work and L2 and circle are both the return button and half the buttons dont even work lol... it wont let me change the mapping in game either just like ds4 windows doesnt work... im really out of options and dont really wanna play this on keyboard
