You can get sounds like this by downloading them online and then putting them in the GarageBand transfer file. Once you have done that you should be able to see the sounds when you click the loop button in the top right and from there you can drag them into a sampler track

I got both in a free Pluggnb drum kit and one shot kit. Most Pluggnb kits would have something similar to them.

If you go onto the Apple Loops section and look up “Hollow Lo Fi Synth Lead” you will find a midi loop which you can drag in and then use it
