Depends on what you need more for improve it. But, for lil and cml, pen will be better since all mvp there have high damage red. Each acc has diff result. For example, if u use voodo armor, it will give high pen. And if you pen already high, you can use hg on other stat. I suggest try diff hg on your acc on cml 1f as baseline.

Actually personally i would recommend take Endure (this really helps a lot) and eat anti fatal. Once u have Endure, it will be smooth.
