the ai actually knows how to do tank pushes and find your weak spots, and germany isn't so broken they have a massive industry by 39 so no wonder the kaiser lost
i dont think that it got worse look both wars, where totally different. Even on old patch germany got crushed very fast, when fighting on multiple big fronts. (like here on the right side)

To be fair, it's more realistic. You can't just fight a countrywide civil war and recover in 2 years to become a superpower. Not even the US or USSR could do that
