My waist is 30 inches. I think it's medium gum stay. Sometimes if I don't find the hard one I can always double it. And iron 2 layers to make it harder.

Divide 28 by 10. Making yours 2.8 inches. But you will make 9 panels. Considering that you also add seam allowance on the sides of your panels to make up for the one panel we have removed
