You have to level up the comrade level those characters + all characters,, I for get the details but just upgrade all the comrade level so you can level up those characters too
@@VQeli not unlocking character, but there is sometime show up like a 2 people icon on the mission, if you finish it , your camaraderie gain will be boosted more
