Inflation Overshooting Carney was the economic advisor to Trudeau on recovery from the COVID recession who called for the massive monetary stimulus that gave us the highest inflation rate since 1982. In his doorstopper of a book “Value(s)”, Carney included this salient paragraph: ““[T]he Federal Reserve’s adjustment of its mandate to pursue Flexible Average Inflation Targeting is timely and welcome. Reflation of the economy in the medium term is essential.” As is his wont, Carney doesn’t even bother to explain what Average Inflation Targeting is. Like price level targeting, it will not let bygones be bygones, and accept that inflation during a recession will be substantially below target as it was during the pandemic recession and the early months of recovery. Instead, it will allow inflation to be substantially above target for several quarters or years thereafter, ostensibly to ensure that the target inflation rate is met over the full period, including the recession. The problem with the Fed’s Flexible Average Inflation Targeting regime is that it is a misnomer. It is essentially a policy of inflation overshooting at the zero lower bound, to paraphrase Bank of Canada economists Robert Amano and others. Certainly Mo Lidsky doesn’t in this interview. Carney has had a chequered career, beyond his role in the surge in inflation after the COVID recession, but Lidsky is never once challenging in his line of questioning. It looks like Luke Skywalker interviewing Obi-Wan Kenobe. And that’s a real shame, as we could be faced with a similar situation sooner rather than later if the Trump tariffs start to kick on. Shame on Lidsky for his negligence. He let down the people of Canada and the United States by not confronting Inflation Overshooting Carney in this interview as he should have done.

Inflation Overshooting Carney was the economic advisor to Trudeau on recovery from the COVID recession who called for the massive monetary stimulus that gave us the highest inflation rate since 1982. In his doorstopper of a book “Value(s)”, Carney included this salient paragraph: ““[T]he Federal Reserve’s adjustment of its mandate to pursue Flexible Average Inflation Targeting is timely and welcome. Reflation of the economy in the medium term is essential.” As is his wont, Carney doesn’t even bother to explain what Average Inflation Targeting is. It is sort of a poor man’s version of price level targeting. Like price level targeting, it will not let bygones be bygones, and accept that inflation during a recession will be substantially below target as it was during the pandemic recession and the early months of recovery. Instead, it will allow inflation to be substantially above target for several quarters or years thereafter, ostensibly to ensure that the target inflation rate is met over the full period, including the recession. The problem with the Fed’s Flexible Average Inflation Targeting regime is that it is a misnomer. It is essentially a policy of inflation overshooting at the zero lower bound, to paraphrase Bank of Canada economists Robert Amano and others. There is no commitment to lower inflation rates further on in the business cycle to ensure that the average inflation rate is at or close to target over the business cycle. The US Fed’s new policy framework, which Carney so greatly admired, led directly to the disastrous 40-year high in the US inflation rate in 2022. And it seems that Inflation-Overshooting Carney was very persuasive in his advocacy. Canada also had a disastrous inflation surge generated by monetary stimulus. We had the same 40-year high in our inflation rate in 2022. Also, the 2021 renewal of the inflation-control agreement background document made it clear that this was because we adopted what was essentially a copy-cat policy, although it was given the humdrum tag “state-contingent forward guidance”. No interviewer since Inflation-Overshooting Carney wrote “Value(s)” seems to have taken any interest in his highly inflationary policy recommendations for recovery from the COVID recession. Certainly Mo Lidsky doesn’t in this interview. Carney has had a chequered career, beyond his role in the surge in inflation after the COVID recession, but Lidsky is never once challenging in his line of questioning. It looks like Luke Skywalker interviewing Obi-Wan Kenobe. And that’s a real shame, as we could be faced with a similar situation sooner rather than later if the Trump tariffs start to kick on. Shame on Lidsky for his negligence. He let down the people of Canada and the United States by not confronting Inflation Overshooting Carney in this interview as he should have done.

In fact, I can’t think of a single person making that argument except for me, which is really bizarre when you think of it. No-one else seems to attach any importance to the fact that Carney, who was then a special advisor to the Prime Minister on the economic recovery gave a glowing endorsement to the new US Fed monetary policy framework that led the US right into the highest inflation rate in four decades. We followed their lead, and we had our highest inflation in four decades too. “Inflation is global” is one of those Team Justin talking points that is transparently false. Team Justin is so strange really, they call global warming climate change and pretend it is up to us to change the climate when global warming is, as the name tells you, global. We have an inflation targeting central bank whose duty is to keep our inflation rate at 2%. It failed in its job on Trudeau’s watch. A lot of people share the blame for that, not least the members of the Governing Council of the Bank of Canada and the Minister of Finance Chrystia Freeland. Carney should also take part of the blame for it. But this was our inflation. The CPI inflation rate never should have got to 8.1% in June 2022 as it did. The Japanese CPI inflation rate never rose as high as 3% in any month of 2022. So much for your global inflation. Happy New Year!

We could well be back there within a year if we get in a bad recession. Pierre, if he is Prime Minister then, would want to have assurances from the Governing Council that this is no longer the Bank of Canada’s position for managing a recovery since it had such a devastating impact on inflation last time. Anyway, even if we avoid such a situation, and let’s pray we do, Carney should be attacked for encouraging the Bank of Canada to adopt its “state-contingent forward guidance” policy in the first place. He’s not saying much really. Most of us still don’t understand global finance and we never will. We only feel the effects of the crisis and don’t really get solutions in the form of family financial security or trust. The wealth inequality is growing in every country and most democracies seem to be turning into oligarchies. Most young people in Canada know they will never own a home. No one in government seems to be able to solve the housing crisis and these guys are talking over our heads about things that don’t put bread on our tables.
