It's cause they want us to depend on Scepters and a nicely tuned scepter does a lot of damage too! I really enjoy this mode as none of my characters are fully built and low levels can be easily done with Scepters only
I feel like this SU is just a permanent version of the galactic baseballer event. I liked that event but im not sure how long it will entertain as a dedicated mode. Might take a few weeks for some crazier combos to be unearthed.
I think that some of the lore behind them is pretty intresting, but hoyo keeps introducing a bunch of new terminologies that sometimes it's just downright confusing and overwhelming (Or I might just lack reading comprehension, idk)
I find that having 2 charge scepters and 1 speed scepters to be the best combo for this mode Though ngl break scepters are just way too broken compared to regular crit/DoT oriented scepters
