Not quite, it's more like the characters are so primitive that they barely even have a language in the first place (being that they're literally Neanderthals). So the point of the book is to communicate a form of consciousness that we, as modern humans, can't even really relate to or understand. It's basically putting you in the mind-frame of early humans who communicate through some kind of telepathy (or "pictures" as they call it) more than actual words.
I strongly disagree with him about Golding. He was a phenomenal writer and saying "man is bad" is the only thing he had to say is a ridiculous oversimplification.
Golding certainly is an inferior writer, I think his conclusions are faulty-based in poor popular science, analysis and economy, and he wrote bad novels. I suffered through Darkness Visible, an atrociously ugly book.
I've read Riddley Walker more times than any other novel, although Golding's The Inheritors comes a close second

He sounds harsher here on Golding than he does in his articles, even in his review of The Paper Men (by far WG’s worst).
