This is a pirated (pre-installed) game called Stick Em Up! I found it on GameTrex.
Do note that this game is unplayable in actual Steam, meaning it is a non-steam game (since it was installed outside Steam)

Focus on the download, it is very easy to accidentally download a virus or trojan.

Yes, if you successfully downloaded the game, but are stuck in the loading screen or extremely laggy, you need to upgrade your computer or laptop.
If you accidentally extracted a virus, simply permanently delete it out of existence and take action using Windows security.
