Are you able to point the go pro downwards while you’re filming ?

Like instead of pointing it facing forward, are you able to point the go pro so it will record you like cooking for example; I’d use it for searching for cards but it would be kind of the same angle I’d be looking for and more easily understandable

Yes, you can be able to angle this so it faces downwards. Not exactly 90 degrees more like 80 degrees.
