I don’t know about Downtown Abbey, but Russia and China owe their success by having very strict laws against the use of illegal drugs. Both countries have authoritarian governments which have a zero tolerance for illegal drugs.
In saying that, currently 2% of the Russian population use illegal drugs regularly regardless of the consequences.
China has even less illicit drug issues. Currently 1 million Chinese citizens are under management programs. When you consider the population, that result is astounding. But as I mentioned earlier, their laws are very different from other countries.
Although they are communist countries, I think America could take a leaf out of their book regarding the use of illicit drugs. A little touch love if you will, considering over 10% of the American population uses illicit substances on a regular basis!
