I had to do that with one of my Huskies. Doesn’t hurt, just uncomfortable. When she wouldn’t stop lunging and pulling ( this is my 4 year old with no Puppy skills), I’d harness her like that for a bit. All worked out well. 40Kg of Floof on a loose leash.
