I would say the blacksmith magister might have it after hours in Brynn at lvl 15 if you are lucky and have respect in Brynn. Or if you have benevolence at the Rotten Willow Tavern by giving the main guy 2 necro artifacts, you can unlock the fence in Brynn above the inn at the docks who carries high lvl gear early.
