Do they not have baby sleeping bags? All my grandkids had them. They are triangle shape, their legs and body are in the bag but their wee arms and head don't get covered at all.
The child was not suffocating. My babies always loved their blankets. It gives them a calming comfortable feeling and they sleep much better, It's almost as if they were in the womb again.

Babies dont need blankets at all, theres no reason to give them one, its a well known rule in the west to never put babies to sleep with a blanket until they are at least 2 years old because there have been deaths involving suffocation, same goes with toys and pillows there should be nothing in the crib at all. Dumb and negligent, take a parenting class
