He is setting up a river shove size that will also allow him to have enough fold equity left in cases he is bluffing. He's also blocking a lot of V's calling hands with top 2 pair, which usually makes it hard for V to call a larger bet. This size sets up a nice 75%-ish river shove
That turn crushes his opening range, small bets to get called by exactly those type of fish hands that unfortunately got there on the river (9-7,6-7, Qx) etc
Because of range advantage. That A crushes his opponents range mainly. So he sizes down to get calls from hands with very few outs.
Let me elaborate. It’s called autopay fish sizing. He is 20 tabling and doesn’t think much

Not exactly, I think the bet is fine. You’d want to price in those trash gutter draws, flush draws that we would stack with the Qh and garbage 2 pair. While you price those garbage draws in, and check back to alot of bad rivers like this one. I still think he would probably bluff lead a lot of his busted draws so the call is okay 👌 can’t always be results oriented. The river lead denotes the sb is horrible player that will give us loads in the long run
