The emphasis should be not only catch the criminals but what you going to do once they are caught? Be strict or be lenient?
Double the number of dispatchers so the stress is distributed more evenly. Also, beef up the training so that all dispatchers feel ready and confident to help people during their worst times.

What this mayor is saying, doesn't make me want to visit Oakland as well. I do not want to be the next target of violence, especially the downtown area which is the busy part of the city.

Oakland needs a new Mayor. It's obvious Sheng Thao doesn't have a clue as to what she's doing. Either she doesn't know what to do or she doesn't care. She always coming out after the fact, and then she's on the defense.
