Nope, Boruto won't beat all of them, at least not until he will reach ootsutuki confrontation ark. He's still around 3 tsuchikage or 3 raikage in terms of raw power with wedge, but lacking in experience. If you talk about Boruto as an anime, then it's about 50/50, but only 1 on 1, if it's a gang fight, it's about 75/25, Naruto has many characters with similar strength, but Boruto has 3 or so

Obito and Nagato were a great example, they're not that powerful, they had skills that can be countered only by 2 shinobis at that moment, and Minato was dead, and Guy was sent to missions for plot purposes
