Shameful refereeing in the match Scotland vs. Japan, notably the first half, when Japan were still in the game. He might as well have worn a kilt.

Depending where you live join your local Referee society who can put you on a referee course. Failing that go to worldrugby.com where you can read the law book to your hearts content then take a laws exam at the end.
