Yes quite appropriately said son I visited SF, LA, NY. LV and others as long ago since the 70"s. Tye last time was 2017. I noticed that the homeless were more visible everywhere I went. And I also visited China multiple times but never ever seen one homeless or drug addict line the street!
San Francisco became the most beautiful city after removing homeless people from streets.

_New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress._
Each of the 37 states that are not the original 13 colonies had to go through the above procedure in order to be admitted into the Union. These 37 states were admitted into the Union from 1791 to 1959.
