Why would the acid on the reaction side be H20 and not NH3? I always assumed if there is higher hydrogen atoms, it's acidic?

the question about # of protons neutrons and electrons ( oxygen). Shouldn't it be a) p:8 e:2 n: 8 ?
why is it saying electrons= 10?
It is also an anion with a -2 charge. So it will have two more electrons than it does protons.
