Hi Juan, great work and good clips ons the Orreville dam situation. As a Dutchman it's hard tot understand the negletance of the authorities with critical water infrastructures in CA
Diversion of funds. Raiding of funds intended for specific purposes (earmarked) to divert those funds to the general fund to be used in pet projects of politicians. As politicians are most concerned with reelection, those pet projects are mostly entitlements in order to secure votes.
While negligence does fit here, it is malfeasance which is the larger issue. Negligence can be thought of as a by-product.

GJ V Bureaucrats are not held to any standards in this country. They cannot be fired and answer to no one. They help our politicians get elected and then negotiate union contracts that protect them and the public is obligated to pay the bills.

GJ V I'm a native northern Californian who grew up not far from Juan browns location. What you need to understand is that the water laws in California were written in the 1920s. At that time the population was small. Now you have over 30 million people living and farming in a place with enough water for about 10 million. The entire system of living farming and construction needs to be rewritten for the modern reality. Unfortunately, there is NO political will for rational laws on water. The politicians rely on money to get elected and stay in office. They rely on special interest money. The result is the people and the environment get royally screwed. Until America grows up and takes special interest money out of the electoral equation, only small changes are possible. My father was one of the men that worked to build this dam, and I remember being a little girl living in Oreville. I truly love these videos because the bring back such fond memories. I encourage everyone to take a vacation in Northern California. It is truly one of the most breathtaking places on earth. Thanks again. 😎😎😎😎😎😎😎

That last segment at the base of the destroyed spillway certainly lends a sense of scale to this project. Trucks and excavators look like Tonka toys in comparison.

Great video "Blancolirio", helping us understand the big problems downstream which seems to go hand in hand with the Lake Oroville disaster. Now DWR needs to give some love to the river downstream, they loved & saved the fish. Now they need to work on saving the river downstream...coming to you from Evacuation area 1A, Oroville, Ca.

My first thought was that it was an albino rat in the water
They cant, Labs have a gene defect that causes their hunger urges to never turn off. No matter how much food they always feel hungry so owners have to have tight control on their food intake including scavenging or they will eat till they are morbidly obese and die young. It the reason they make great guide dogs because they can be controlled by food full time which makes it easier to train them.
They will even eat pine cones.
Good friend of mine had a Labrador, it would pick up a full can of food after it had been emptied onto the plate, throw it up in the air with it's mouth and it'd be gone in 5-10 seconds. The best thing you can do with a Labrador is accept the food desire and let it run around as much as it wants. They love to explore if given the chance and it lets them work off their appetite.
This is the first time an introduction to "blancolirio" brought a tear to my eye.... I WANT TO GO SWIMMING AS WELL!
I liked the dog at the end, it gave size to the wash out of the river banks. Life of a farmer is hard, support local grown products. good work Juan

I guess the only question I have is "how could the Department of water resources have screwed this up any worse?" Lack of preventative maintenance created this eco disaster- politicians are responsible and culpable including mr. Jerry "rainbow" Brown himself. He did nothing whatsoever to prevent this. Unforgivable. California needs to replace foolishness with common sense - ASAP!!!!!!

And I am pretty smart by setting myself up with a worldwide client base, so I can move out of this cesspool of liberalism in about 4 years. (My kids are almost done with H.S.) From there on, I can work from ANYWHERE on the planet, with a good internet connection and only memories of the kookoo land once known as the California I grew up in. It's all EFFED up now. Just getting worse by the day. (just keeping my head in the game, till I can get out of here) - the 'Great Weather' excuse can only go so far before you wake up and realize: "OK - F-it!! - these crazy people and cali is JUST NOT WORTH it anymore" Lots of smart people have gotten the HELL out already. Let the damn thing implode. It will - IT WILL - just a matter of time.
To be fair, it wasn't at all apparent to any of the inspectors that the main spillway repairs were going to fail during this year's flood event. There are at least three agencies that inspect the dam facilities and none of them warned of any impending spillway failure before it happened.
Ok. Yea, but there is a lot more 'exciting' thing to waste money on like encouraging a flood of 'undocumented' voters - to ensure the grip on power, than to actually use some technology to avoid a giant disaster like happened on the spillway. There were plenty of people warning it needed maintenance. There was zero political 'will' to spend the mountains of cash in that pursuit. It's MUCH more fun getting re-elected by encouraging the inspectors to look the other way. We were in a drought -- an that became fashionable. First they restrict your water usage, then they ding you like hell to re-capture the 'lost revenue' as a result of 'obedient, conserving customers'. Time for this nonsense to pay the price by the loss of hard working businesses, and individuals - We're getting out of this 'Insane Asylum' asap. Just about nothing could change my mind - at least not anything that could possibly happen - like lower taxes etc. They are chasing us all out. The state just want to be the next 'Venezuela', and they are DETERMINED to crush any hope of a healthy economy or responsible management of resources as long as possible. (2070 maybe???) I never figured when I was growing up that I would be living in a land filled with idiots, but that is EXACTLY what it is. NOW I am starting to feel like one for sticking around so long. Wasting my prime years on this??? Time to get out.
You got yourself a DJI Mavic Pro! Nice. I love mine. You can even easily take that with you on the motorcycle. The first add-on I would suggest is the extension legs that lift it up (the Mavic still fits in the bag with those attached.) The Mavic sits so low that landing even in short grass the rear props and gimbal (the most fragile part of the whole thing) will hit the grass. The second must have is one of those folding landing pads. Helps keep it out of the dirt. The prop wash really kicks up dust and will get in the motors and shorten their life. When out and about in your car the floor mats work pretty well for a make shift landing pad. I have used the lid from a tupperware storage tub too.

Thanks for clarifying "scouring," I figured that it meant its own self-destruction, but glad you showed an example of it. And I like the tidbits of info about the triple 7's too! I had no idea the main gear had a steering section, I figured they just scrubbed the tires. The size of those landing gear parts is mind-boggling.

Nice Job recognizing the Orchard Farmers Juan. I sure hope you can get a follow up for Orchard Farmers that are affected by the DWR and the Army Corps of Engineers. Their lines of responsibility are blurring the downstream levee problems affecting the farmers. But since 20k cfs outflow is the preferred constant outflow target it will sure be good for you to track down Beza Chosinzary (-5pts SP) DWR for details on your River Valve Outlet System questions? The real question that wasn't asked: Are the River Valve Outlet Systems Really Safe To Operate? My prayers are with those guys that they can get the River Valve Outlet Systems to balance out and run safely. I'm sure it will help the farmers if they can run 20k cfs: Safely. So but Juan Does the DJI Mavic really fit in that little bag? How does the hand set fit in there too?

The farmers weren't affected by the entities you list, they were affected by the river.
It's not the first time since the dam was built a flood has occurred, and none of them were man made.
This one was and was very minor in comparison.
The orchard farmers are farming on rich, alluvial flood plains. They understand the huge bonuses to farming that soil provides and should also clearly understand that means risks from flooding. After all, if there was never any flooding, they wouldn't be farming there.
I would contend that the farmers and the DWR have a sort of "for better or for worse" relationship. I won't deny that the farmers have some things to be mad about, but I would also offer that if the dam didn't exist at all that things would be considerably worse for farmers downstream in the long term.
Yes, but that doesn't mean that the state can just let it fall into disrepair and say,"Just be thankful the dam was there in the first place." That's a cop out for not doing their job.
Juan. A question for the next information session. Why don't they use the Thermolito fore and after bays to buffer the flow rates and give the farmers a chance with their levees ?
I believe the issue is the current Dam Authority is staffed by Social Engineers not real Engineers.
Well, that's the thing about farming on flood plains. The floods over the millenia deposited all that rich alluvial soil so it became excellent farming land.
The downside is that floods are what gave you that land and they will continue to happen, levees, dams or otherwise. Whether man made floods or not, they will continue..
So, it's understandable to be upset about the levees being damaged, but it's part of the price of farming on flood plains.

Simple physics at work and nobody up stream from the dam works seems to care about the farmers and their concerns. They are literally losing their land. Thanks again Juan.
The farmer is discussing erosion. Frankly speaking and with empathy if he doesn't want erosion to affect his orchards he shouldn't plant them in a flood plain. Hopefully his residence is above the flood plain, if it isn't he is should buy Flood Insurance offered under a National Flood Insurance Program.
Yep, that's the price of farming flood plains. The excellent soils make it worth the losses every 5-10 years though.

Delicate balance of controlling water levels in the reservoir, maintain feather river flows, and preserving the levees downstream. I would hope after the spillway regains the ability to throttle the flow, Army Corp or some other state agency pays to go back and fix the levees along the river that have eroded.

41% of the Oroville basin is above 5,500 feet. Basin is >3 M acres so the high country is still over 1 M acres.

Would be nice if those in charge of the Oroville dam (system) start trucking soil & reinforce the banks of the river effected farther down stream. Should be a way for effected farmer(s) to get (private) contractors to begin restoration work not necessarily those working on the dam repair as well. Thanks as always Juan & like your new toys. Maybe if the donations keep coming in you'll be able to afford another private aircraft. A seaplane would be appropriate (old PBY my vote). Best wishes!

Dog at end was best part. Farmer has a legit point, wouldn't be surprised if they fixed that for him.(the whole 2 hours it would take) Orovillians enjoy freaking out. It's the 'in' thing for 2017. The amount of elderly people at the meeting in town; What was that, an Elks lodge, A rotary club, an American Legion, the Freemasons, or was that an Order of The Knights of St. Joseph community hall? It had to be one of those. I'd like to suggest that you all continue to freak out, big time. It seems so out of control up there. Pure chaos. Pretty much; Oroville is the Syria of the United States. Deep, deep struggle by the citizens...to keep a fresh batch of crossword puzzles nearby at all times.

With all that Thermalito diversion pool and forebay and afterbay capacity you'd think they would be able to control the flow into the downstream Feather River better. Yes, they've lost the ability to throttle the main reservoir, but that's no excuse for not adequately throttling the downstream dams better.
Looks like they're going to have to dredge the river and restore the levees.

Wet soils prone to slump, 'mass wasting', ie, landslides. This is true also for clays. In this case, mass wasting occurs when angle of repose is exceeded. As wasting forms an escarpment, it will continue until abated.
