TfL Route 57 bus driver fails to follow the Big Red Book procedure

As her bus approached the bus stop, the driver fixed me with her gaze and made a series of meaningless hand-gestures. There is no point in such hand-gestures. They are discourteous and convey absolutely nothing. If she wishes to communicate with her prospective passengers, she should open the front doors and speak to them clearly and courteously.
After that she did not keep the front doors shut while I boarded. She allowed passengers to board through the front doors before allowing me to board.
The Big Red Book (2019 edition, p. 99) clearly states that the front doors must be kept shut while the wheelchair user boards:
"Keep the front doors closed on two-door buses so the wheelchair or mobility scooter user is given priority access."
