With those points cleared up, the only way she is selling vials for a couple of million is if the buyers are buying the semen to breed horses that they can't even race, ask yourself why anyone in their right mind would pay millions to breed a horse they can't compete with. PS: Breeding using AI also improves fertilization rates. As much as the males _junk_ costs, a breeder is going to try to improve their odds of success.
