why are they looping the rope over the steel bar. the law of physics shows it's much easier to pull straight out instead of trying to lift the pile of rocks

What a bad design for a barge with a conveyor. There should be no human needed. I don't get what the boards do. Help me understand please.
The boards make it so very little of the conveyor is ever loaded with a large height of material. If they didn't use the boards the conveyor would see a load of many feet for it's full length and wouldn't be able to move.
