It will probably be fixed, or changed to not work like this but this is ACTUALLY JUST RIOT WORDING. See: Heisho gives *-9* to all cards until you play one card, making most of them temporarily 0 cost. Mageseeker looks at 0 cost cards and *SETS* them to 3, not "increase cost", SET. So after you play one card and Heisho's effect goes away, the card would usually go to its inteded mana, but it has been SET TO 3, so it shall stay at 3, and you can also see how units work as intended and go to their normal cost. Funny Riot wording wins the game again!!
It looks like a bug for me. You have an ongoing effect with a condition. The condition is to cost less than 3 mana. And when the condition is not met, the effect has to be disabled. And if the effect was set one time and permanently, it had to stay even after you remove the mageseeker

I think it's because the spell doesn't get the opportunity to go back to its original cost becuase of the 3 drop. As soon as it drops below 3, it'll stay like that as long as the unit lives. EDIT: played this deck and it's true. Spells will remain at 3 mana even without the turtle boi on board

Thereby stunning the Morg before Jhin's attack skill and killing her with his 4 damage (she'd still get to judgement the board though)
I don't think the combo is the way you are saying it is. In my mind, Heisho reduces it to zero, therefore the spells cost less than three, but Mageseeker SETS the cost of those spells to 3 forever. The game still thinks those spells cost three, because Mageseeker said so, even after Heisho effect dissapears. (thats why you can play a unit for 0 and still the spells will cost 3)

It would basically be hell to program in a way that ONLY THE FIRST CARD costs-9 but without showing visibly that ALL CARDS are -9. so in a way Heisho says give -9 mana to all cards in hand (this effects only last till you play 1 card). but that would also suck. Then Junior SETS everything to 3 and while he is on the field the game will not check for any mana change as long as junior is there cause he sets it to 3.
