i think the reason why Azazel appeared as a final stage boss against Hwoarang but not against Lars is related to the story. In Tekken 6 Hwoarang's arcade story is about negating Azazel's power arguing that he is not like Jin, meanwhile in the Tekken 6 story (available on consoles) Lars fights Azazel first, then Alisa (in the story you fight Alisa two times, one of Mishima Zaibatsu's headquarters and the other outside Azazel's chamber) and then Jin as the final boss.
