It means k Islam was always there but not by its literal name(Islam).if you will think that Islam=Gods words without change.then Christianity and Judaism were the God words without change but they changed after sometime.so Islam was always there.the thing is that's the last right religion that came with the last Prophet PBUH..so Islam was always there as Jesus PBUH was a Muslim..Musa PBUH was a Muslim too.
