We have fuel trucks from Tijuana Mexico that load Diesel in Phoenix they placard UN 1202 for diesel fuel as they are an international load. 1202 tells the first responder that the drive will not be able to speak English, tells the DOT officer it is a mexican national truck not a US truck, etc. You would only see this in the four states that border Mexico.

So the fuel delivery from Mexico has up to date placards, whereas it’s likely your company does not have updated placards. Especially since all first responders are trained to use the Emergency Response Guide (ERG).
