I think so cuz I Googled and found a wiki page that introduces one of the greatest gangs in Japan. This seems to be public festival event with a parade run by the a division of that gang. Also one important evidence is their full body tattoos, in Japanese culture only someone that has certain connections to the gangs has such tattoos.
