I am starting to believe there is definitely some type of mmr. For your instance you solo que more times than not. I do too. I'm in Ohio and I play from 1-4 AM. And the way the report system works i think has a play in the issue. If you get enough reports from people because you don't save them ( I don't half the time) you are put into low priority ques. I would hope that's not the case but I have the exact same problem as you in that time frame. Weekends and during the day I don't have any issues so idk...
