Well there is a campaign at the moment to get Dwayne "The Rock" Johnson himself to sponsor such an initiative according to recent news, since this is to include Tonga and Samoa as well for a full pacific islander team franchise in super rugby. Even if SANZAR doesn't consider the option, having The Rock would make things quite interesting if this campaign is successful in getting his attention. EDIT: NZ has approved the Drua for Super Rugby 2022, now AU will do the same eventually after turning it down the first time.
