I won a lot at first and quite easily. Than I changed my squad and lost 5 in a row.
If you use a centrally heavy tactic, it will be very difficult. But 4-3-3 with some good DMF and two CMF that can both defend, you will feel like a king. Especially with out-wide tactics and overloading the flanks with your Wingers, CMF and Fullbacks.
You will basically have a numerical advantage on the flank in that case and you will drag CB often out of his position to try to cover your overload which leaves space for the CF to run there or for the CMF to now overload the center.
Also the CMF position will mark their AMF players which will make difficult to get the ball to them after winning the duel.
Try it and see how big of a difference it makes 😉
You are correct. I figured out the same thing that the AI struggles playing against a 4-3-3 formation in the legend mode especially if you have very good midfielders who can track back to help defend and very fast wingers with good finishing ability. I destroyed them 5-1 in legend mode.

I've lost 40 Matches then in 41th match I scored goal after that when ever they are about to score I leave the game and restart the match will continue from cornor,free kick,throw in,goal kick etc doing this for more than 5 times I finally won that match
