I don't believe that's how they work. I believe this mod is just taking a slightly different model, using the EMP Rockets with the Marine Warhead flight characteristics that can survive going into water. Like I've used this mod and it's just unreliable and it really is like launching a Marine Warhead. It dips and dives and absolutely would fail a field sobriety test. All it really is is that missile launched like a rocket that doesn't die to water.
I mean kind of. It's more of the unique characteristics of some of the chemicals used in napalm that are being used in ways that it probably wasn't originally intended to be exploited as. Things burning underwater have nothing to do with them igniting faster than in open air. It has to do with them being able to get ample oxygen (something that is kind of present but also not in water) to actually continue to burn. With an oxidizing agent burning in water, it's essentially a self feeding system. The oxidizer will strip oxygen from whatever is touching it/is within reaction range, water is two hydrogen and one oxygen, and it's surrounded by the stuff. Bonus on that is once the oxygen is stripped from water, there's now two hydrogen molecules without an oxygen partner to hook up with and a very near by fire burning.... Underwater flares and napalm, in comparison to some other chemical compounds, are relatively tame, but that's how/why things can burn underwater. TLDR; there's a chemical component in napalm that feeds it oxygen, which the lack of is what suffocates normal flames in water. If it's burning and has heat, fuel, and oxygen it will continue to burn.

Blitz, please watch "Project Incursus" videos, there's ways to use portals to accumulate cannon shots and then release them all at the same time for example, or turn orbital lasers into forward shooting lasers out of a portal.
You know maybe instead of just doing the same thing over and over again and hoping it will work eventually maybe try to actually find different solutions. From my perspective it seems like if you just built a pillar going down into the water and put your torpedoes there they would never appear above water and the AI wouldn’t be able to defend against them.
Having just found the channel and binge watching these videos they honestly just don';t prioritise defences or armour anywhere near as much so as some as an accurate shot comes in half their stuff blows up and they spend all their time rebuilding the existing capabilities, and very little building up new capabilities.
