Yeah, usually we get consecutive pink archive which sometime only stopped by one-two blue archive before we get another consecutive, if not multiple pink in one multiple pull. S.Hanako fest banner give opposite of that. Well, still generous, but not as good as previous fest banner

Even though it is double rate up, the rate for the banner character is still the same. In fact since it's double rate up, for any given three star it is half as likely for it to be the featured character rather than a dupe
