Pure cement on its own will shrink and compress as it dries (leading to cracking and breaking). You need to use concrete (not the quick-set kind) and after pouring it into mold, keep it wet by covering with cling wrap or plastic, then after 48 hrs remove from mold and submerge pot in water for 7 days to strengthen the concrete. Guarantee it will not break or crack. The 7 days in water will add strength to the pot, and as it dries over time, the concrete will get stronger. Concrete is made from portland cement, sand and gravel - the sand and gravel adds binding particles for the cement (the glue) to cling to, and the water adds strength via chemical bonds with the cement.

I have succulents at home (in Ukraine) and this is such a nice idea! What surprises me a bit is why you don't put any blacksoil inside the pot? Also, don't you put any tray under the pot to catch excess of water? I feel like there is some secret knowledge here :)
