I think it's because he records at a high fps, and then when he renders it he puts like 4 frames into every frame. It makes it so there's motion blur on every frame but it's not the actual gameplay that has motion blur, its just in post so it looks really good.

When you do it like that it doesn't add any lag to the video, or overlapping frames (like overlapping past the 60fps in a youtube video). Basically, it looks better when you blur 4 frames into 1 frame than when you 4 frames into 4 frames, so post motion blur looks much better.
Just record your vids at 120 fps if you have a bad pc + use lunar motion blur (6~7 is ok) and then render at 60 fps with Vegas or Premiere ( Is possible lol )
