Because public servants, especially mayors, governors, etc, aren’t supposed to accept campaign donations from foreign entities. Several happened during his campaign for mayor. Not to mention he violated fire codes with the building and was bribed to have it open, which put lives at risk. So bribery from a foreign entity at best, election interference and misconduct at worst.
