In my understanding... he cut the roots because the brown roots can’t absorb any water (expired roots). If you don’t cut them cactus will die slowly. By cutting roots, the cactus will has new roots to absorb water.

That looked to me like a travesty. What an amazing specimen, must have been somewhere well over 40 years old. OK he cut off all the roots (which I wouldn't do) and then the adult-sized pups, but what was with cutting the main tuber of the parent plant? My understanding is that if you cut the tuber below the green part of the plant it can't regenerate any green on top and perhaps the top part of the plant will just dehydrate or rot. Is that right?
He will replant the root mass for it to grow another cactus then the top section will be rerooted along with the pups he removed. These cactus are tough and will regrow with proper care.
The goal of cutting the taproot is to encourage more fibrous root growth. This is common in tropic climates where large taproots are prone to rot. Fibrous roots suck up water easier and are less prone to rotting in humid climates. He left more than enough material to regrow.

This plant is clearly seed grown in captivity, not a habitat plant.
