What happened at 28:47? I don't know this version of Mario party, so I don't understand what each thing means.
I also don't play Mario Party but from what I'm observing, stepping on a (!) event tile changes the map from either night or day. This is relevant because Teresa (Boo), the one that lets you steal stars and coins to other players, is only active during the night.
As you can see, during Flares turn the board is at nighttime and Teresa was active: This is good for Polka since she was near Teresa, and she had TONS of coins to spare for stealing. Technically, she could've stolen 3 stars (1 from each player) but as Flare landed on the event tile on her turn it made the board turn into day time causing Polka to lose the chance of stealing anything- since as I've said Teresa isn't active during the day.
Polka was actually in front of another event tile and she could go change it back to night, but she needed a low roll of 1. But she didn't get it, and even ended up on a bowser tile losing a star in the end..
Poor Polka... may her polpeller repel the bad luck
