We use polish on non-insulated windows. Polish doesn't clean it just polishes. When putting glass in between tempered units, polish interferes with the cleanliness of the inside of the unit. You can't readily se it but polish gets lines in it in the direction it was last rubbed, this isn't a problem on exposed glass but if it's left inside an insulated unit there's no way to fix it. So we just clean well and then polish with a clean dry rag, many times if necessary
The foam tape goes around the art glass and then seals it first to the bottom tempered glass and then to the top piece of tempered glass. This holds the art glass suspended between both pieces of tempered glass. Then the edge is sealed with rubber that completely insulates the unit. 😎
Local glass studios. We've used Jones Paint and Glass with mixed results. We pay more at Glass Images for very professional results (but we have to wait a long time for the work). Many window glass companies are set up for insulating units.

If no, ask if they know who does, we're a small community and folks know each other. Just for your information..when we get a panel insulated, we usually pay around $300 for the work.
