Re-ID is not offered as a feature per se but embedded into an application, typically forensic search. For that I would look at the usual suspects like Idemia, Irisity, Briefcam, Oosto etc. About privacy, as mentioned this is not biometric because it can only identify people at a specific moment in time. In that regard it is similar to tracking someone over a single camera. Privacy measures are available at the application layer, e.g. granular privileges and privacy masking by default on search results.
